NPR data to be used for Citizen cards

The data being collected as part of the ongoing field survey for National Population Register (NPR) reportedly will be used to issue Citizenship Cards to the citizens of the country in near future.

Data will also be used to issue passport and visa to the Indian citizens in the coming days. The Local Register of Usual Residents (LRUR) is preparing it under National Population Register (NPR). 

It is for the first time Aadhaar numbers are being collected from the citizens as part of the survey which was not done in 2010 survey. The Aadhaar numbers will be seeded with updated National population data base. 

According to official information, integrated data with 14 details of personal information, electronic data base of biometrics such as photographs, ten impressions of fingers and iris of two eyes of individuals will be preserved in the National Population Register for future.

It is stated in the instructions booklet given to the teachers appointed as enumerators that the Citizens Act-1955 and Citizens Rules-2003 are the legal base for the National Population Register.

Teachers as enumerators collecting the details about the residence, native place, state and country of the individuals and Aadhaar number as part of survey being conducted for National Population Register (NPR).

Teachers are furnishing the details of the individuals about their residence, living in the country or outside the country. 

A.  Venkat, a government teacher working as enumerator in NPR survey, said they were instructed to collect the accurate data of individuals and also Aadhaar numbers and new family members as the data will be used to issue citizens cards to the citizens of the country in near future and added that data is also be used in issuing passport and visa to the citizens.

He said data of the NPR is going to be more useful and will be used for many purposes by the state and Central governments. The respondent has to furnish the details of his or her native village, town, district and state and country if they belonged to India. 

Also the same details has to be  furnished if anybody residing in another country under 10^th column in the NPR database booklet. With these details, it would be easily identified whether the citizen is an Indian or an NRI and illegally staying in India.

Census-2011 data to be linked to Aadhaar

The Census-2011 data base is being linked to Aadhar card, bank account and ration cards of individuals under a new project for National Population Register (NPR). For this, field verification of Census-2011 data to be taken up from November 16 to December 15 in the Telangana.

It is said that Central government may issue nationality identity cards to the citizens and that is why the data is being linked with personnel data to eliminate fake data and develop a system to track the nationals and outsiders.

The Census data after linking to Aadhaar, ration card and bank account may be used for different purposes including implementation of welfare and development schemes and to identify the real beneficiaries and needy people and eliminate the ineligible persons from the schemes.            

This project is being taken up for National Population Register (NPR)which updates the data of the Census and do additions and deletions from the data based on the field survey and information to be collected during house hold survey.

According to officials involved in the project, names of the new villages those who newly settled in the villages and migrants will added to the Census data of 2011 and deleted the names of the persons who died and migrated from the villages to other places.

Principal secretary of planning B.P Acharya told the district officials during a video conference recently that the Census-2011 data base will be linked with the Aadhaar numbers of individuals and data base will be corrected with the field level verification during house to house survey.

As many as 5,023 government teachers will be appointed as enumerators for survey. Enumerators will conduct field level verification in 7026 enumeration blocks in the district during the survey to be taken up from November 16 to December 15.

Training will be given to the enumerators in the second week of November at district level. Special remuneration will be given to the enumerators and 100- 150 houses will be allotted to each enumerator for verification as part of house to house survey. 

       

Enumeration work to hit state schools

After transfers, engaging government teachers as enumerators in field verification of 2011- Census data for National Population Register (NPR) is likely to hit the education in the government school in the Telangana.

The government teachers are being engaged as enumerators for the date collection from November 16 to December 15 in the state.

Principal Secretary for planning P. B Acharya asked the officials concerned to engage government teachers in enumeration to get accurate data.

Already many single teacher primary schools are closed due to transfers and nearly 250 out 1,211 selected Vidya volunteer have not joined work.

There was hardly much academic work done in the government school during June 20 to July 25 after scheduled was released for counseling for teachers’ transfers and promotions. The government schools reopened on June 12 of this year. And now Dasara holidays have been declared for 16 days.     

Half of the academic year has gone waste without any serious academic work. Even today Vidya volunteers have not joined in the government schools in interior areas in Kautala, Bejjur and Dahegoan mandals in the Adilabad district.

No qualified candidates applied for VVs from these mandals and hence selected candidates of other parts of the district have been posted in these mandals but many VV have not joined the duty due to long distance.

Actually, there are 2,900 primary schools and among them more than 1,000 are being run with single teachers in the district.

It is said that only 50 percent of the requirement of teachers filed up with Vidya Volunteers.

Teachers unions say that notification has issued for the recruitment of only 7,900 Vidya Volunteers where as the actual requirement was 15,000 in the schools in the state.

It is said that VVs have not shown interest in joining in interior areas as it was temporary with Rs 8,000 salary and most of them were already working in private schools in the towns.

A.   Venkat, district general secretary of  Telangana State United Teachers Federation (TSUTF) said  engaging the government teachers in surveys at the cost of the academic work was against the Right to Education Act and said such additional work will certainly dilute the government education system and  indirectly create demand for private and corporate education as parents will lose confidence in government schools.
